Mauritania: a new framework law for the development of local content is currently under preparation
Director General of Hydrocarbons at the Ministry of Petroleum, Mines and Energy, Mustafa Ould Bashir, said the ministry is currently drafting a framework law for the development of local content in the extractive industries sector.
He explained in a speech delivered at the opening of a workshop organized today in Nouakchott by BP for local suppliers, that the new law will ensure an active participation for private actors in the development of gas and oil projects.
Ould Bashir pointed out that the sector is also working for the creation of a local content supervising committee, which will be responsible for monitoring, evaluating and implementing projects aimed at improving the performance of local businesses.
In this context, he indicated that the ministry has adopted, over the past year, a national local content strategy aimed at ensuring “the optimal exploitation of the potential of the oil, gas and mining sector, in terms of the provision of goods and services, skills and technology transfer”.
At the operational level, Ould Al-Bashir indicated that the ministry, in cooperation with BP, has built and equipped a distance learning center, which has enabled the organization of several training courses over the past year, un order to help build and strengthen the capacity of local suppliers, specialized technicians and departments involved in petroleum operations.
